Planning an air-source heat pump in Quebec and wondering whether Hydro-Québec's LogisVert program can cover part of the bill? Here are the rebate rates, eligibility rules, required installer licences, documents to attach and a clearly fictional worked example. Everything was checked on October 14, 2026 against Hydro-Québec's residential LogisVert page and the Residential Customer Participation Guide (version 1.10, September 15, 2026). When a figure appears only on the web page and not in the guide, we say so. To estimate taxes on a quote, use our GST and QST calculator.
How much does LogisVert pay for a heat pump?
When all program requirements are met, Hydro-Québec offers, for the purchase and installation of an ENERGY STAR® certified air-source heat pump:
• $50 per 1,000 BTU/h at −8°C for an ENERGY STAR heat pump;
• $120 per 1,000 BTU/h at −8°C when the unit is also classified as “cold climate.”
The amount is set by the installation date. The rate applies to the unit's heating capacity at −8°C, not its rated cooling capacity. To find the value used for your model, use Hydro-Québec's eligible heat-pump search tool or the LogisVert portal calculator.
Hydro-Québec's web page advertises a heat pump rebate of “up to $6,700”. That amount does not appear in the Participation Guide (version 1.10), which instead caps the grant at 100% of the pre-tax purchase and installation cost. The actual amount depends on the unit's capacity at −8°C and your situation.
The “very high efficiency heat pump” measure ($140 per 1,000 BTU/h, including caulking) was withdrawn from the program on August 25, 2025. Only work completed before that date may still be claimed under the former rules.
Sample calculation (fictional)
Fictional example for illustration only. This is not a quote and not a Hydro-Québec estimate.
Assumptions:
• wall-mounted (mini-split) heat pump, ENERGY STAR certified and “cold climate”;
• heating capacity at −8°C: 24,000 BTU/h (made-up figure for the example);
• applicable rate: $120 per 1,000 BTU/h at −8°C;
• all program conditions are met.
Calculation: 24,000 ÷ 1,000 × $120 = $2,880.
The rebate cannot exceed the pre-tax purchase and installation cost. It is paid after the work and does not reduce the GST and QST paid on the invoice.
At the ENERGY STAR rate without the “cold climate” label ($50), the same fictional unit would yield $1,200. The real amount depends on the exact model on the eligible list and the installation date. Before you buy, use the LogisVert portal calculator (logisvert.ca) and check the unit's AHRI number.
Who is eligible?
• Eligible person: owner of an eligible dwelling (tenants are not eligible for the heat-pump measure; they remain eligible for some other LogisVert measures, such as an induction range or a heat-pump dryer).
• Eligible dwellings: house (single-family, semi-detached, row, mobile, cottage), condo, multiplex, residential building with 19 units or fewer, or an apartment in a building with 20 units or more (separate meters per the guide), located in Quebec, habitable year-round and supplied with electricity by Hydro-Québec's grid, an off-grid network, or a municipal or cooperative network.
• Off-grid networks: if you live in an area served by an off-grid network, you are not eligible for a heat-pump (or solar) grant when the measure replaces a fuel-fired heating system or is added to one.
• Special rules apply to the Magdalen Islands, Anticosti Island, Opitciwan and Nunavik: see Hydro-Québec's documents.

Equipment and work: what is required
Heat pumps installed on or after November 26, 2025 must be ENERGY STAR® certified to qualify.
The complete system per dwelling may be:
• an air-to-air split (central) heat pump (one indoor and one outdoor unit); or
• an air-to-air mini-split (wall-mounted) heat pump (one or more indoor units and one outdoor unit).
Equipment requirements:
• new;
• ENERGY STAR® certified;
• outdoor unit with a minimum rated cooling capacity of 12,000 BTU/h;
• purchased in a store in Quebec or online from a business with a Quebec address;
• installed in an eligible dwelling for heating and cooling.
Ineligible work (per the guide and the LogisVert page):
• indoor units or air-distribution network outside the building envelope (attic, etc.);
• replacing only one coil or only one indoor or outdoor unit;
• a replacement covered by a warranty or insurance;
• a central heat pump in a dwelling that already has a geothermal system.
Installer: RBQ licences and REQ registration
The contractor must:
• be registered with the Quebec enterprise register (REQ);
• hold the appropriate licences from the Régie du bâtiment du Québec (RBQ);
• be a member of the corporation for their trade.
According to Hydro-Québec's LogisVert page, for a wall-mounted or central heat pump the installer must hold a licence with one of these combinations:
• 15.1 (forced-air heating systems) OR 15.7 (residential ventilation) OR 15.8 (ventilation);
• AND 15.9 (small refrigeration systems) OR 15.10 (refrigeration)
(combination required for a wall-mounted or central heat pump; geothermal requires a different combination).
Electrical work requires subcategory 16 (electricity). A turnkey contractor must hold all relevant licences, unless they hold a general contractor licence (1.2 or 1.3) and subcontract to qualified contractors.
Check the licence on the RBQ website before you sign. Never do electrical work or handle refrigerants yourself: hire a contractor holding the appropriate RBQ licences, which you can check in the RBQ registry.
Documents, nine-month deadline and payment
Deadline: you have nine months after the installation date to submit the application on the LogisVert portal (logisvert.ca). Email or mail applications are not processed. If you combine several measures, the clock starts on the first measure installed.
Typical documents for the heat-pump measure:
• proof of ownership: municipal property-tax statement OR first page of the deed of sale;
• paid purchase and installation invoices showing, among other items: installation date, address, GST/QST numbers, RBQ licence number, description, AHRI or ENERGY STAR® number, cost;
• a clear photo of the outdoor unit nameplate (model and serial numbers).
Payment: once approved, Hydro-Québec states that a cheque is mailed. The guide cites a processing time of about 10 to 12 weeks from a complete application.
SIN / RL-27: according to the Participation Guide, Hydro-Québec issues an RL-27 slip when the grant is received in the course of operating a business or property (for example, units you rent out). It then asks for your NEQ, QST number or SIN. Hydro-Québec's web page mentions a slip for any grant: follow the instructions in your profile. Never send your SIN by email. For how to report the grant, consult Revenu Québec or a professional.
Multi-unit and multi-measure bonuses
• Multi-unit buildings (energy-poverty zones): for certain ENERGY STAR “cold climate” wall-mounted heat pumps in eligible multiplexes / buildings, a $100 per 1,000 BTU/h at −8°C bonus can bring the total to $220 per 1,000 BTU/h. Available for installations on or after June 15, 2026. Condos and commercial spaces are excluded. Not combinable with the multi-measure bonus or with other Hydro-Québec or government offers. Extra criteria apply (construction year, assessed value, electric primary heat, etc.): see Annex II of the guide.
• Multiple measures: +5% on the total grant if at least two different measures are retained in one application and no other bonus applies (Annex II).
Rénoclimat: according to Quebec.ca (checked October 14, 2026), the Quebec government's Rénoclimat program no longer funds installing or replacing a heating system. The Quebec.ca page points to LogisVert for heat pumps. Rénoclimat may still apply to other work (insulation, air sealing, windows, etc.), under the rules then in force. Quebec.ca also describes a transition period: if your home has already had an energy evaluation, work completed with a post-work evaluation obtained by March 31, 2027 may benefit from the program's former terms. Check each program's conditions.
Federal announcement of October 8, 2026
Announcement only: program not yet open. On October 8, 2026, the federal government announced a National Heat Pump Rebate Program ($2 billion over 8 years). According to Environment and Climate Change Canada's backgrounder, the rebate could reach $10,000 for households below the median income and $2,000 for other eligible households, for a cold-climate heat pump on an eligible products list. The backgrounder describes an application approved before purchase. According to Hydro-Québec, these rebates would be offered starting in 2027, details are not yet known and LogisVert remains in effect. Stacking rules with LogisVert had not been published as of October 14, 2026. If you plan to claim both, check both programs' conditions before you buy.
A heat pump already installed must be claimed under LogisVert within 9 months.
Watch for fraud
Hydro-Québec states that it works with no company other than its LogisVert service provider, Groupe Marketing International, and does no phone or door-to-door solicitation. If someone claiming to represent Hydro-Québec or LogisVert contacts you unsolicited, it is likely fraud. See Hydro-Québec's Fraud prevention page and use only official contacts (including info@logisvert.ca and 1 833 396-1888, Monday to Friday 8 a.m. to 8 p.m., per the program page).
Conclusion
Before you buy: confirm the model is on the LogisVert eligible list (AHRI number), get a quote from a contractor with the required RBQ licences, estimate the grant in the portal, then keep invoices and the nameplate photo to apply within nine months. The rates ($50 or $120 per 1,000 BTU/h at −8°C) and conditions can change: the official page and Participation Guide always prevail. This content, published by Studio SD6 on SD6 Tools, is general information current as of October 14, 2026. It is not financial, legal or technical advice. Never do electrical work or handle refrigerants yourself: hire a contractor holding the appropriate RBQ licences, which you can check in the RBQ registry.
